"Highly-entertaining scene with an intimate couple in a bathhouse with soaked travelers standing in the rain.”

In amusing contrast to the crumpy men standing in the rain outside, the man inside has a better deal with his female spouse soaping his penis. The designs of this series all point to a specific station of the 53 Stations of the Tokaido as featured in Hiroshige's eponymous series. This is most probably station Tsuchiyama-juku (the 49th Station). Therefore Shozan is also called 'the prime topographer of sex.'
