“A man sitting on the shore is using a telescope to spy on a copulating couple (see P3591) in a pleasure boat. He is accompanied by some curious festivalgoers.”

They are on their way to the Onda Matsuri (Rice Field Festival), a fertility festival, which features public ritual sex. Further down the road two travelling musicians are looking at a man juggling a geisha cushion with his erected penis.
